People on the Earth traveled through the galaxy and had chance to contact the aliens. They realized that other races are late at civilization, so they have established the Ministry of Supporting Outside Civilization. They have sent officers titled "Outside Civilization Observation Officers" and started secretly supporting aliens. However, because a young officer named Tsukasa Tsujimoto and three beautiful androids discovered and mistakenly made contact with a creature called "Suwarisu," it caused the galaxy to be in turbulence later on…
